Graham’s political journey is shaped by the same principles that have guided him throughout his professional and personal life: integrity, transparency, and a commitment to serving the people of Malta. With a strong background in the Financial Services industry and a long-standing career in sport, he entered public life with a practical understanding of leadership, discipline, and responsibility.
Graham was elected to the Parliament of Malta on 12 April 2022, representing the Partit Nazzjonalista in the Fourteenth Legislature. He serves on two of Parliament’s key oversight bodies: the Economic and Financial Affairs Committee and the Public Accounts Committee, where his financial expertise supports the scrutiny of public expenditure, economic priorities, and government accountability.
Upon entering Parliament, Graham was first entrusted with shadowing the Sports portfolio, a natural fit given his extensive background as a former footballer. His experience provided him with valuable insight into grassroots development, athlete support structures, and the governance of sports in Malta.
Following this initial assignment, Graham was appointed Shadow Minister for Finance, a responsibility that aligned closely with his professional credentials as a Chartered Accountant and his long-standing experience in the Financial Services sector. His background in financial management, corporate governance, and strategic planning made him well-placed to scrutinise national economic policy, public finances, and fiscal governance.
Most recently, Graham has been entrusted with the role of Shadow Minister for Social Security and EU Funds. This portfolio represents a natural and logical transition, building on his prior work in finance. Social security systems rely on sound financial planning and responsible use of public resources, while EU funds require rigorous oversight, strategic allocation, and long-term national vision. Graham’s combined experience in financial scrutiny, policy analysis, and public accountability positions him well to ensure that these systems are fair, transparent, and sustainable.
Across all his roles, Graham has remained focused on strengthening good governance, supporting families and communities, and ensuring that public institutions operate with integrity and purpose. He is guided by a belief that economic progress, social wellbeing, and responsible administration are interconnected pillars that shape Malta’s future.
